I'd say: Hegel's spirit is another example of the worlding urge (in Hegel). I suspect the best thing to do is to map the varieties of our worlding urges (all outcomes and their doubled-down ideologies/doctrine/dogmas) as part of any project to (unify/analyse) worldish propensities of ourselves as we self along with each other.

Progress is a skein pulled off (perhaps in this case it is even 'off of') increasing complexity, and kept loosely ready. I.E. it is not just a pathway across a landscape (which the flight of an arrow 'overshoots'), it requires the complexity of the landscape for any and all possibilities of progress at all. (Experience and communication spin the yarn out of the complexity, progress is the skein we hold ready.) 'Progress' is always a subset of possibilities, thus the three steps forward, two steps back, or more on occasion. Perhaps where our progress skins complexity, scalps it in a story, while removing the guts of entropy, we collapse. 'Progress' arrives as a density of shortcuts an economy/culture/society supports.

Yet again I ruminate that we should perhaps consider a measure of memory rather than energy (Kardashev scale ) as a way to measure (civilisation/culture/society/economy)s with or without (history/philosophy| philosophy/history) and it science-adjacent rationalisations.

'Progress' is one story in the Borgesian library, how much memory do we have (each, several and all) to record all of our stories of progress, let alone the solution space that they wander through... the skein is a simplification, we like to world with it because we can grasp it, and hold it close, ready to do work and justice with.
